When Shoplifting Is A Felony: Retailers Back Harsher Penalties For Store Theft

What role should retailers play in pushing for harsher penalties for people caught shoplifting? What exactly did Abbie Welch put in her purse before she snuck out of a Walmart in Knoxville, Tenn.? The court ruling doesn’t say.
